Windows Vista: .exe file won't run

I downloaded an install package for a graphics program called ThumbsPlus. It’s a .exe file and when I open Windows Explorer and double click on the file, I get a spin-cycle cursor for a second or two then nothing. No process shows up in Task Manager. The vendor says that Vista is supported and they are unaware of any issues. I’ve tried Run as Administrator, same behavior. Reboot didn’t help.

Any idea what can cause that?

Missing or incompatible version of dll file, missing the correct version of .net or c redistributable library, interference from antivirus or windows firewall, incompatible graphics mode, or something else tying up a resource that the program needs. That’s off the top of my head anyway.

Is there any error in the Event viewer ?

Or it may be logged as being blocked in antivirus ?
