Just wondering. All the Borg we’ve seen so far were humanoids.
Unless the Horta have tech the Borg need, I would doubt it.
Well, they did try to assimilate a fluidic space species. So we can’t rule out any species based on looks alone, even tho Paramount did restrict them to bipedal upright creatures of near humanoid appreance (for some unknown reasons… HA! )
So, let’s look at the Horta and what the Borg could hope to gain from anysuch assimilation. The Horta’s tunnelling ability seems pretty useful, but it’s not a technology. It’s a natural ability. So, that one thing which makes them useful is built into a cumbersome (for other Borg activities) body. I could see the Borg assimilating some Horta, though. Sort of like in a beast of burden (do them up the butt - wha???) kind of way. Which seems to go against the communism of the Borg Ideal.
But, the Borg Ideal doesn’t really exist, does it? No. So, I could see the Borg Queen taking some oxen-Horta for specific usage.

So what? The Borg way seems to be to assimilate every sapient species they discover, out of a kind of ideological imperative. Having no or primitive technology would not make them leave your planet alone.

Which Borg, is the question. Thing is, the Borg are wildly inconsistent across Star Trek. In TNG, the tv show, they cared nothing for people, only technology. Thus, they would ignore the Horta totally. Remember, at this point, they had to come up with a very specific program of action to assimilate one man, and it didn’t turn out well.
In the movies and Voyager, The Borg were out to assimilate all life for no known reason. Their tech had abruptly and mysteriously gotten an upgrade, with no explanation (and despite the fact that they’d supposedly been doing this for eons upon eons and assimilated countless technological bases, and presumably wouldn’t have any sudden surprises). They also had a Queen, also for no known reason. Simply put, the Borgs are not identical.
In any case, they have bene unable to assimilate or destroy a number of forces, some of which have held the Borg off for tens of thousands of years.

They ignored the Kazon, deeming them not worthy of assimilation – I guess they weren’t biologically or technologically distinct enough to bother – so there’s precedent for them not assimilating a species. I personally do not see any reason for them to assimilate a Horta but they might or might not.
I forgot to mention that they did assimilate a primitive species (pre-industrial, I believe) based on their knowledge of the Omega Molecule alone, I believe, so lack of technology will not automatically exempt a species.
