It looks very much like a screed (or possibly concrete) pump conversion, which is basically what you describe.
It reminds me of the art car Bighorn designed and built by Hyler Bracey.
I’m gonna guess that this is a picture of the house of either the most beloved person in the neighborhood, or the most hated. Or possibly both at once.
