Well, the clapper is a device that you attach to your electrical devices so that you can turn them on and off by clapping instead of throwing the switch (sings: “clap on, clap off, the clapper!”), but I’m not sure why Bucky is drooling and acting like a zombie.

It’s an attachment you put on to lights (or other electrical appliances) and when you clap, they turn on. Clap again, they turn off.

He’s not drooling, those are the strings from his hood.
