Having Googled it, I’m not seeing that Madison itself offers licensing to escort services, though there seem to be dozens of classified ads offering escorts who offer one or another service, sometimes with time periods as short as 15 minutes.

Well, this IS the state capital, and I can imagine a lot of legislators and government movers and shakers who won’t want to cruise around town in beaters. Maybe it is in fact a real upscale operation catering to a power elite.

If all she needs is a ride, she could use a taxi. Escorts have a driver to take them to jobs and to at least give the appearance of muscle. If she doesn’t get paid, neither do you.
Which is also why is sounds so scammy. If they are looking for a driver who can double as some kind of protection, wouldn’t they want to at least meet the guy before telling him they could have him working first thing in the morning?
I’m definitely not any kind of expert on this line of business, but it just really doesn’t sound like something I’d want to pursue to the point where I was giving over my personal information.

Illinois Penal Code Section 11-14.3. Promoting prostitution. Any person who knowingly performs any of the following acts commits promoting prostitution: profits from prostitution by arranging or offering to arrange a situation in which a person may practice prostitution.
I’m not an Illinois lawyer or an Illinois police officer. So I can’t say for certain that driving a prostitute to her job is a violation of this law. But I certainly think it’s a likely possibility.

Absolutely nothing. Get the name of their agency, and if it isn’t an agency with a name then full stop and move on. If they give you a name(Independent Angels Escort Service for example) then YOU research the agency yourself. Don’t believe a word they say without independent corroboration.
The Internet has made it possible for many agencies selling these services to exist and review and community sites have popped up as well. There is sure to be one for your area. They’ll have reviews of this agency, talking about things like how well they take care of business. Do they promptly return phone calls, do they meet appointments on time, are there reports of their girls stealing from clients, etc.
Basically are they a business or are they a bunch of criminal thieves looking to screw people out of their money without having to do honest work. Because if they’re the latter then you want nothing to do with them because it’s only a matter of time before it goes badly for them and when it does they’ll take everyone and anyone they can down with them.
