When the temperature gets down to “kill you if you sleep outside” levels here, the shelters don’t turn anyone away, no matter how crowded they get. Homelessness is still a problem here, but there are quite a few organizations working on it.

Same here. The churches are heavily involved in shelters here too, so if one place is full up, they send you to another. If, as has happened a few times in these last difficult years, they all run out of sleeping space, you end up in chairs but you are still indoors.
