Its not the showing of the “female breast” that is illegal, it is the showing of the “female nipple”. Women can wear the tiniest bikinies, and the lowest cut tops, without being arrested as long as the nipple is covered, or a pastie is worn.
Yet, men also have nipples, and can show nipples in public without being arrested since 1938.
At least prior to 1938, the law was consistent, when no nipples were allowed to be shown in public, by either sex.

When it became legal for women to appear in public topless in Toronto, some enterprising young girls took off their tops and waited at traffic lights to spritz Windex ™ on a car windshield and wipe it off for tips. It made the news in NYC, but I think the practice was outlawed - not for nakedness, but because it was akin to panhandling (which is still unlawful in Toronto). It’s the fact that windshield washing is a standard way for NYC indignants to ‘earn’ money that made it newsworthy down this way (and such practice is actually considered a criminal act in NYC).
You mean 15-year old girls were going topless and wiping down windshields at the lights? Does anyone else find this worrying, or is it just me?
In response to the OP, I’d say that it’s fine for guys to go topless at the beach or the pool, but that they should probably cover up everywhere else. You’re not going to get much warmer if you slip on a tank-top. And I’m not in perfect shape myself, but guys with saggy man-breasts should just stay indoors.
Do those spike bras come with a matching jockstrap?
A situation that often sort of surprises me is when I’ll be walking down the sidewalk in downtown Chicago, and some guy will be just walking along without a shirt. No matter how good shape they are in, it always strikes me as a little odd in that context.
Also, yardwork in front of the house - much as I hate to admit it, however good shape I might be in, I’m not a 19-year old hardbody anymore (if I ever was), and its a pretty safe bet that pedestrians and drivers aren’t really interested in seeing my bare chest.
And face it - unless you are really exerting yourself, it is rarely too hot for a loose fitting tanktop.
Finally, I’d like to observe that so far there have been over a thousand views so far on a thread that is basically about my nipples. Makes them stand up all perky and erect just thinking about it!
