It fits the supposed origin of the puzzle and is technically correct. 2 headlights, 2 turn signals, 2 brake lights, 2 reverse lights, 2 windshields (front & rear), 2 windows, and 2 cigarette windows.

I think when he says “lights,” that’s what he means. Of course, he’s forgetting at least one: a courtesy light. And there’s probably at least one more behind the dash panel gauges. Most states also require at least one to illuminate the license plate, as well.

The headlights, but not the glass protecting them? Windshields aren’t lights. Window glass is different than cigarette window (vents?) glass? Any way you cut it, it doesn’t stand up.
Well, I don’t know specifically about the vehicle he’s talking about, but on many, if not most cars nowadays, the headlight lenses are plastic–usually Lexan.
In any case, don’t get so serious about it. It was just meant as a gentle poke in the ribs.
