What? Sue a 13 year old boy for engaging in what was, by all accounts, consensual oral sex with a 13 year old girl? How is the boy any more to blame than the girl, if there was no force involved?

Nah, you’re forgetting that the onset of puberty is around 13. And compared to the “exceptions” in this thread, 13 would be early, not late. Furthermore, by “boring” I was referring to the idea that an adolescent wouldn’t want any more than a chaste kiss or hand holding.
I certainly had sexual feelings and desires by that age. My knowledge was limited to what I could find in the encyclopedia, though… the internet was a mystery back then. I didn’t have sex until I was 17, but it wasn’t from lack of trying!
The only problem I see with the kids’ actions is that they were on a bus. There’s a time and a place for teens to explore their sexuality, and it isn’t during the ride home from school.

Forgot to mention, it happened in a schoolyard, hence relevant. And it’s been awhile since I was in middle school.
