I don’t get the usage of calling her a living survivor. As opposed to what? The survivors who didn’t live?
If you are a survivor of something, then you are, by definition, living.

There are other survivors who have since passed away. She was the oldest survivor still living.
But there were no other remaining survivors. Before she died, she was the only survivor.
It would have been better to say ‘She was the sole survivor’. If the other people who witnessed the massacre have all passed away, then they are no longer survivors.
There is one living survivor: Lessie Benningfield Randle, who is 111 and younger than Fletcher was.

She’s a survivor because she survived the massacre. Similar to the way you can call someone a holocaust survivor even though they’ve now passed away.
