Then there was this local (to Detroit) guy, DJ Assault, known as one of the top ghettotech artists of the day. He had couple songs get popular in the mainstream college-kid clubs out in the burbs and across the bridge in Windsor. His song Ass N Titties never failed to fill a floor back in the day.

Well I was going to mention Word Up by Cameo (“put your hands in the air like you don’t care”) but I see now that it came out in 86 
Back to Life by Soul to Soul came out in 1989 but I think it didn’t reach the US til 1990 so at *my *90s dance party it counts.
