The only quote I can find similar to this is from the Checkpoint ep. Giles is talking to Travers about the Council’s habit of using up it’s Slayers. Travers talks about the Council’s job of fighting evil. He says: "The Council remains, the Slayers change. " Giles replies:“That’s a very comforting, bloodless way of looking at it, isn’t it?”
Since I’m not sure this answer is correct, I won’t leave a quote of my own.
