I was watching a *TV program in which the plot is someone is making some investments. He tells his financial advisor that he wants to invest in “Acme Industries” (don’t remember the exact name), which his advisor refers to as a “cat and dog” mining operation, which he then admonishes that it’s a risky investment.
That’s the context. Any ideas???

I don’t think it was ever a common expression.
It meant, of course, very speculative, low-priced securities.
