Hell, they use it here in the States and it most definitely is meant as a slur. I had a friend - a good friend! use it right in front of me. She referred to the “Happy Paki” store down the street. It was evident that she classed me, a pretty Americanized Asian Indian, in a different group as the man in the store, who had a strong accent and was way more Indian acting than me.

In her defense, she never used it in front of me again, after seeing my shocked expression.

As to educational policy, I was brought up in UK schools and taught in a ‘Comprehensive’. Parents are indeed pressuring for the restoration of ‘Grammar’ (elite, selective, discipline-observing) schools, strongly abetted by UK Education experts who are not slow to point out race-related IQ differences, and also to claim significant evidence for genetically-race-related discipline and attitude problems. There are hundred’s more. Contrary to the assertion, O’Barmy is an extremely common circumlocution in UK lists, and probably affectionate in some cases. I am glad to correct misinterpretations in this List, as required by Internet custom.
