How about an anthology series set in the Star Trek universe? You could have different characters in each episode. One episode could be a cadet attends the academy, and another is an old captain’s last mission before retirement. Any episode that is particularly well received might become a series.

Yes. I’d take it further with different crews. Earth, Klingons, Romulans. A different one each episode, with interaction between them.

I think an Anthology series that changes episode by episode would be difficult but I would not mind a structure where each season is a different group of characters.
