And, as noted, the $25B is for overall security upgrades, of which I would assume “the wall” is a part, not the whole enchilada. So, yeah, it’s not “exactly” what he campaigned on. He won’t be the first president to change policies from what he campaigned on. And frankly, I wish he’d renege on more of his other promises.
