The way it is written, “create” or “establish” seems to work the best.
I would use “mount” because it is being established in the face of a threat.

The phrase implies this is a new army.
ie. You mention “an” army, rather than “the” army.
Is this a new one or an existing one. I think that changes the word depending on whether your are raising a new army or deploying an existing one.
