I don’t think you understand the mening of the word ‘evidence’. Evidence is not proof. Evidence can be weak or strong, circumstantial or empirical. Evidence needed to start an investigation is not the sme as the evidence needed to convict.

because I don’t see how if you don’t have evidence that they discussed business then what crime are you investigating?
