I would agree, but they’re still acts of war, and an American submarine commander may legally take further acts of war in accordance with the conventions of war.
What war? There’s no war here. Congress has not declared a war. This is an executive branch running amok with a Department of Defense War Secretary with the mindset of a twelve-year old.
What do you mean by who? Who is suggesting “We’re big and can do whatever the hell we want” or who is suggesting that an increasingly larger, major portion of the world loathes us? (Where “us” is the USA).
