What’s the matter with his picture? Has he been beaten? Suffering from exposure?
To my untrained eye looks like it’s wet dirt. Possibly from watering of his eyes (could be from teargas or crying or something).
He’s got vitiligo. Google his name and “skin” – you’ll get lots of hits.
