Of course not, considering that the answer to whether there was political pressure was left to phase II of the investigation and was not addressed in the report. What phase 1 did find, however, is that there was lots of evidence that the intelligence was changed – they just didn’t resolve where the pressure was coming from.

The intelligence community’s elimination of the caveats from the unclassified white paper misrepresented their judgments to the public, which did not have access to the classified National Intelligence Estimate containing the more carefully worded assessments.

Nobody believes that. We all know it was Cheney who got the $10 mil.

Isn’t that largely different people ? It’s not like there’s a central command for the resistance, and I would expect patriotism/revenge driven fighters to target troops. Random civilians is what I would expect from the religious fanatics; they are trying to make Allah happy, not win people over.

I don’t know how different it is. I’m sure there are more ‘everyday Iraqis’ attacking only soldiers and more foreigners attacking civilians, but I can only guess at how separate the groups are.

Particularly because it you’d figure the people who are terrorizing the civilians would also be happy if the soldiers left.
