Of course not, considering that the answer to whether there was political pressure was left to phase II of the investigation and was not addressed in the report. What phase 1 did find, however, is that there was lots of evidence that the intelligence was changed – they just didn’t resolve where the pressure was coming from.
I don’t know how different it is. I’m sure there are more ‘everyday Iraqis’ attacking only soldiers and more foreigners attacking civilians, but I can only guess at how separate the groups are.
