Well they wouldn’t make natural friends for the reasons you state. They don’t seem to have any diplomatic presence in each others countries but to say they are enemies is probably putting it too strong.
Albania became a member of NATO in 2009 (see Foreign Relations of Albania) and became an official candidate to join the EU earlier this year (see Accession of Albania to the European Union). Neither of these things would enamour them to Belarus which is very close to Russia.
They are, however, both members of the Central European Initiative. Both joined in the same year, 1996, and this involves annual summit meetings between the leaders of all the member countries as well as other regular lower level meetings. So they do have a forum at which to talk to each other.
Given the geographical distance between the two countries though, I’d be surprised if they had much to do with each other. Neither are trade powerhouses so, whilst they may not be natural best buddies, I expect they can get along in life without needing to be.
