The OP needs to be a healthy weight. From what I can judge from the photos she seems to have that. Apart from that, all that is important is what she feels comfortable with.

DISCLAIMER: For the purpose of this exercise I will assume that we aren’t being trolled, that the OP is actually the woman in the photographs, and that she is genuinely interested in brutal honesty about her appearance.
Like the others, I wouldn’t consider her fat. I think she looks fine.
That said, in the first photo, she does appear to still have some belly fat and would probably be considered slightly overweight on the BMI or body-fat percentage scale. So if that’s that’s the goal, or the OP is trying for an “athletic” figure, I’d say Lucretia is not incorrect.

No they are pushed up high and being squashed together in a sports bra per the first pics. I’m assuming these are post pregnancy pics as the stretch marks are (seemingly) all belly centered. There is some gut sucking going on, but no the second pic would not be “fat” to a normal person although it might be to an athletic person especially if muscle tone is poor. The arms appear a bit blubbery even in the second more slender pic so not sure how much of this is strategic tensioned posing.
If this is just weight loss and you have not been working out don’t have some decent muscle then you’re a lot more apt be judged fat. So no, not “fat” but looked at critically (which is what the OP wants) she’s a touch fluffy in the second pic and could stand to drop another 10-15 lbs if she wants a more athletic look. Some arm exercises for definition also would not hurt.
