Yes. the allegations against that one doctor seem overwhelmingly plausible, but we need investigation as to whether there’s a systematic problem with forced sterilizations. And a formal criminal investigator of the guy who seems to have been found guilty of it.
Tubal ligation wouldn’t prevent a woman from seeking medical help to have a baby (possibly with someone else’s egg) and creating a new birthright citizen. I think that’s part of the motivation – keeping “undesirables” from having babies who are citizens.
That would be a crime against humanity. That’s something that could be tried in The Hague ( or depending on the country of the citizens sterilized, in a glass booth ).
Nevertheless, he is licensed as a physician specialized in obstetrics and gynecology. Business Insider hints at the fact that he is properly licensed by the state, but does not outright state it.
I would also take the prior malpractice lawsuit with a grain of salt. Gynecologists have it rough when it comes to malpractice. In at least one survey, gynecologists aged 65+ had a 95.7% chance of facing a malpractice claim and the highest rate of paid claims among all specialties. This guy is definitely around that age - he was a licensed physician in India in the '70s.
