Stan Smith supposedly works for CIA, but his ID also says Department of Justice. Does Stan work for both CIA and the DOJ? In the American Dad! universe, is CIA a part of the DOJ? Or this a one-off thing for the “Tearjerker” episode?

The Tearjerker episode was a complete James Bond spoof. Like The Simpsons Halloween specials, it’s a one-off that’s not “canon.”
Not seen the episode in question, and the link doesn’t allow non-US to view. So, without seeing the episode in question, I’ll guess this: the CIA works best when people don’t know who they are. Stan sometimes tells people that he works for the DOJ so that they don’t know he works for the CIA.
His badge says:

Maybe it’s a reference to Mulder and Scully having badges that read US Department of Investigation despite working for the Federal Bureau of Investigation.
