I assumed “balance” meant that Anakin was good, then bad, then good again.
And then Luke said “So I am a Jedi”, or words to that effect, and Yoda replied “not yet”.
But then Yoda said “You must confront Vader,” implying that that was the final step (like a senior thesis). By the end of the movie I’d guess he’d be considered a Jedi, at least by Yoda.
