I saw an ad last night.

It was a company offering their services to other companies. They claimed to be good at it. They knew how to do it. They did it alot. They knew how to do it big and do it well. They wanted you to hire them to do it for you.

He was probably a corporate recruiter. They are the first to be unneeded by the company and only rehired at the next boom.
Meantime, they have to do the work that needs doing.
