That made me think of the start of Danse Macabre (about 18 seconds into the tune)
Here’s the equivalent sequence in Vivaldi’s Lute Concerto, for reference.
I thought of one more – Bach’s E Major Violin Concerto. Here, the most recognizable voice-leading sequence comes at the beginning, right after the main theme is introduced. Here’s a rather fast version. Not quite what the OP wrote out, but it does start with those repeated notes, then grooves on them, then does both these things at a lower tone, and so forth.
There’s also a website called musipedia.org where you can look for music you don’t know the name of.
I’d say Winter is a closer match because of the repeated 2-note interval (even though Winter has more repetitions than the OP specified), but the Bach extends into a down-and-up arpeggio, a totally different contour.
I searched musipedia.com for a bunch of repeated notes and found the William Tell Overture.
In case the url doesn’t position automatically, start at 9:10. ROSSINI: William Tell Overture (full version) - YouTube
But this still isn’t as good a match as the Vivaldi. Differences from the OP are the instrumentation, rhythm, contour past the repeated single notes, and the same repeated notes starting each phrase.
Here are more repeated notes in another Rossini piece, the overture to Semiramide (start at 4:24). - YouTube
But again, a number of differences from the OP.
