I know there have been high profile signings where the player goes all the way through a season without ever playing a real game but this guy didn’t even make it through training camp and got $8M from the Bengals???

Its the guaranteed portion of his contract he signed. Somebody screwed up bigtime in the medical evaluation process with this guy. Either that, or he re-injured the knee in minicamp. He participated in exactly one official practice, so he wasn’t eligible for the PUP.
The Bengals have now signed two veteran FA wideouts in two years and whiffed on them both. And lost about 15 million dollars in the process. The other being Laverneus Coles.
On the bright side, TO is looking like a gem. He and Palmer are going to hook up a lot this season.
Oh, and another thing: Bryant can eat a bag of dicks. He and his agent are trying to sue the Bengals for the $1.5 million in base salary he would have earned this season had he played or had the Bengals put him on IR. This after getting $8 million dollars for some minicamp and one practice. Fuck that guy. He’s probably doing it because he knows he’s finished in the NFL.

According to the CBA a team cannot cut someone who is injured, so the Bengals only have themselves to blame for the whole debacle.

His agent was smart enough to put guaranteed money into the deal. Mike Brown is stupid enough to give him that much in guarantees without any due diligence.
