I realize that its not possible to create a Windows 2000 bootable floppy (the core files will not fit onto a 1.44MB disk) but is there any way to create a Win98 bootable floppy with Win2K? That is, any way to make the OS do this? The only way I’ve found is to use WinImage. Microsoft is usually really good about backward compatibility.
Sure, download one from here.

kitty, that is a valid solution to create a win98 boot disk from win2000, but i think what the OP is asking is whether the OS itself has any option or command to do that.
otherwise, downloading a boot image onto a floppy is the best option.
you could also create a bootable CD if you have a CD Writer.
Nope, you’re stuck with an image or booting from CD.
You can certainly download one but every OS I have only makes a bootdisk for itself.
