Why did the fast food cabal have a KFC rep? Wasn’t KFC previously driven out of South Park? Or did they come back at the end of Cartman’s KFC smuggling plot (I don’t recall if so)?
And how was Kenny in this episode if he died in a previous episode?
Kenny always comes back. It was explained in the Coon and Friends trilogy. His death is never permanent.
I think it was a joke at the expense of asking how can KFC be back in town even though in an earlier episode they were ran out.
The one-hour South Park documentary explained why season openers seem to be weaker than the other episodes. Quite interesting for this South Park fan.

Yes, they never said it. But that’s clearly the inference you are supposed to make. When Kyle first joins, the Assburgers say that their goal was to remove the aliens or whatever that was making everything shitty. Later they tell Kyle that they have an important mission for him. Next we see him, he’s trying to kill all the restaurant franchise owners.
Could they have been more explicit, like they usually are? Sure. But that’s one change I was actually happy with.

Because they try to deal with current events whenever possible. You haven’t been a fan of the show long, I take it (or if you have, you haven’t been paying very close attention to the subject matter).
