Proposal 304 -
When a rule change is Officially Proposed by a player, a Call For Votes shall be in effect. This voting period shall last for no more than 36 hours, and shall end as soon as all eligible players have voted. Any eligible player who does not cast a vote within 36 hours of this Call For Votes shall be considered an ineligable voter in both the current round and the following round (to clarify, the round that he/she neglected to vote, and the round immediately following).
Any player who fails to cast a vote within the 36-hour limit shall not be permitted to vote in the following round. Once the penalty round has passed, and the player has acknowledged via email or the SDMB “Anyone for a game of Nomic?” thread that he is ready to continue play, he will immediately be eligable to vote once again. Failure to signal readiness will result in an additional penalty round levied against the player.
I’d just like to point out that the language of the first paragraph means a player who fails to vote would not automatically strike down a proposal under rule 203.
Hmm. I’m not sure I like the ‘penalty round’ concept. Should missing one turn be punished by forcibly missing the next?
Help me out - I asked this before but it got passed over. What’s the specific definition of “round?” Is is a single turn, or a circuit of all player’s turns?

From the context and the discussions that preceded it, I would assume that a “round” is a single vote.
I’ve been operating under the assumption that a “round” is a single vote, while a “turn” is an entire circut of votes.
Other than the penalty round aspect, how does this differ from the idea of “players have 36 hours to vote”?
And won’t this proposal fail to make it as a rule? There is no clause saying it supersedes the existing rules which it would conflict with.

Rule 202 clearly states that a turn is the act of proposing and voting, then scoring. 201 also says that each player has one turn.
So ‘round’ == ‘turn’? Maybe we should get that in somewhere…

I think we need to separate the proposal from the start of the voting period. 36 hours would be too short sometimes to allow for debating. So one person could vote yes, everyone else debates for over 36 hours and the motion passes. Then there is only one eligible player for the next turn and the hotly debated rule is passed.
IMHO, this is a bad thing.
BTW, Zev, what’s a phonebook? Is that like DNS?
Oh, and I am taking suggestions for the next proposal.
Per the day’s email reminder (“Vote ASAP!”), has it been established that the language for Prop 304 is finalized and all disputes are settled? I was not aware of those two things being the case.

I will vote YES on 304, because I’m pretty sure we’re all pushing for a time limit on votes. But I do have reservations about the penalty aspect - but I guess we’ll see how it turns out.
Hold on a minute:
Before I asked Johnny Bravo for a proposal and it looks, to me, like he submitted one. He started a post saying “Proposal 304–” and followed up with his proposal. There was nothing in the post stating that it was provisional, a work-in-progress or not finalized.
In any event, there are no disputes. We’ve all been discussing the details of the proposal that Johnny Bravo would make and offering suggestions, but in the end, they have no official standing. JB could have turned around and proposed something entirely different. If he chose to propose his proposal, that’s his right to do so in his turn (which it is) and he need not wait for any more suggestions if he doesn’t wish to.
