Who knows? It’s pretty popular design all around the world. I’ve walked through bridges like that in Slovak Tatra, for example.
My first WAG was somewhere in South America, where bridges like that are very popular, but quick googling for images of suspension bridges gave me this site - where bridge over river in Maputang, Borneo have very similar design. Further googling shows that they have a lot of bridges like that in Borneo. So, I think it’s either there, or South America after all.
As for running repairs, it’s usually in best interest of nearest village to keep their bridge operational.

As mentioned in the comments, why would someone even want to build a bridge there? It’s not as if you could use it as a short-cut for you and your donkey to get to the market!
I did a google search with the name mentioned in your link (Musou Tsuribashi, 夢想吊橋) and found a slightly older photo. The Japanese wikipedia page says it was built in the 50s for logging/forestry, then used by hikers until the road/path leading to it was closed down due to disrepair.
