The Ohio state capitol building lacks a dome. Various sources say that this was intentional, that the building was designed with a “cupola” instead of a dome. When I toured the building in the 1980s, the tour guide stated that the building was supposed to have a dome, but the state ran out of funds due to government malfeasance. The building certainly looks unfinished.
