British bookies will take bets on just about anything, so I think the answer to your first question is “yes”. I don’t think they customarily advertise odds on outcomes of political events; perhaps there’s even a law against it.

I don’t see any of the big sites offering odds on the Syrian regime. Important as it may be, it’s probably a little esoteric for the average punter. But I suppose you could approach a bookmaker and see if they’d offer you a price.
The bookmakers do sometimes publish odds on unusal markets, essentially as publicity stunts, but they’re generally light-hearted things like whether it’ll snow on Christmas Day.
