No, Israel attacking the actual militants isn’t ethnic cleansing. Israel killing some civilians who are in the way is unfortunate, but that’s not ethnic cleansing, either. Israel driving out the entire population of the Gaza strip would be ethnic cleansing. Or maybe genocide, depending.
