There is a Marvel wikia page of “Blind Characters.” Half of it is multiple versions of Matthew Murdock and Stick from different universes. Nothing really in the way of a super-villain. It notes that Bullseye was blinded at some point late in his career, but he was not much of a super-villain at that point.
Since there was a comic of Fafhrd and the Grey Mouser, Sheelba of the Eyeless Face [{pictured next to colleague and rival Ningauble of the Seven Eyes]](http://1.bp.blogspot.com/-wILJck-Td7g/UJsIKyZe38I/AAAAAAAACgc/jcEBccB1aJs/s1600/Mignola+Leiber.jpg) certainly counts. Also Mike Mignola was born to illustrate Fritz Leiber.
Are Sheelba and Ningauble quite precisely villains, though? And is Sheelba necessarily blind? Seeing despite a lack of eyes is the sort of thing powerful Leiberian sorcerers might do.

Well, blind and unequivocally a super-villain was alternate universe Maximan from Grant Morrison and Steve Yeowell’s old 2000AD strip Zenith. Unlike his good counterpart, Maximan/William Whitlock survived the atomic bombing of Berlin which killed Nazi supervillain Masterman, but became evil, tore out his own eyes, and began speaking in Grant Morrisonese.

I’ve always gotten the “morally ambiguous” vibe, TBH. Not exactly evil-chuckle-and-hand-wringing evil, just not-bothered-by-conventional-ethics evil.
What about Gordon the Inhuman from Agents of SHIELD? He didn’t have any eyes, therefore he was technically blind, and he was definitely a Baddie.

Madame Web. Although she was more of a Figure of Mystery rather than a villain.
DC:
Omen, from LSH. Had no eyes on his face.
Dr. Regulus, from the LSH post-Zero Hour reboot (aka Archie Legion). He was blinded but discovered he could “see” through heat signatures.
In the Goodwin/Simonson Manhunter run in Detective Comics, Manhunter fought blind Zen archers.
ISTM there is (or was?) a sorta-superhero called Nighthawk who had a blind lawyer.
