What’s this about avatars? Are the hoi polloi allowed to have one?

Well, if you click on User CP, Edit Options, and Avatars–More Info, you get a page that says:
Blank.
I’m guessing that avatars eat up too much bandwidth, and the boards are slow as it is.
[business as usual, eh?]
Not to be short with you, but No.
For the time being, at least.
