To figure out which Drum and Bugle Corps played what music in what year, the Corps Reps web site is invaluable. You can search by year, by corps, by song title, and by composer.
You might be thinking of Santa Clara Vanguard whose entire show in 1988 (placed 2nd at DCI nationals) and 1989 (DCI Champions) was all Phantom of the Opera music.
There are of course other corps who played Phantom music, but Santa Clara is the most prominent.
1989 was a good year for Broadway music. The Cadets of Bergen County placed 5th playing the music of Les Miserables.

I should point out that not all bagpipes bags are filled with your breath, there are also some varieties that are filled with bellows. The Irish uilleann pipesfor example.
I’ve seen adverts for the Boyd e-pipe, but never seen an actual example. Fortunately, the Beloved is very tolerant of my foibles and as for the neighbours, I keep the windows closed and assume they can’t hear me practising. (Of course, I’ve never actually asked them about that - why disturb them with pointless blethering questions? )
