Admittedly, Andorra is an odd duck, but it’s official name is The Principality of Andorra, and heredity is not a requirement for a monarchy. Vatican City is an absolute monarchy whose head is elected. Holy Roman Emperors were elected by constituent states. Pepin the Short(father of Charlemagne) was elected King of the Franks by the Frankish nobles, and Polish and Lithuanian kings were always elected.

And I’m sticking with my position on Andorra. It’s not an absolute monarchy. It has an elected Parliament and a Prime Minister and its head of state is an elected President. If Andorra’s a monarchy, what country isn’t a monarchy?
