Well, staying in the bathtub too long gets your hands and fingers pruny, but I have no idea WTF that is in the bathtub in that comic.

Ballard Street is just about very ordinary looking people in slighty wacky situations. In this case, it’s the dog in the mask in the tub and the old lady is admonishing him. It’s not really a laugh out loud type of strip.

Scooter, the dog, is snorkling in the tub. You stay in the tub too long, you look like a prune…

However, I believe the punchline is that the old lady, a prune herself, is admonishing the dog.

The dog is a little hard to see, but if you look at it for a while, you’ll recognise the big old dog snout underwater.

EARS in the background, floating on the water.

The humour (what little there is of it) lies in the inadequacy of the old lady’s remarks. She’s trotting out the typical “you’ll get all pruny” response rather than reacting to the incongruity of finding a dog snorkelling in her bath.
