It actually means they ended up partially in/partially out of the vehicle- like an upper body through the window with the legs still in side, or something like that.

Thats what I thought too. Until I read on another forum some accounts from people who were at the scene. All five victims were, sadly torn into pieces and body parts were scattered over a large area, some even were flung all the way across the road and were found on the other side. 
They apparently did a somewhat hasty job of it and less than 6 hours after it happened, were letting mourners onto the scene. And, not surprisingly, but still horrifically, one mourner found something that should have been safely with the rest of the remains at the ME’s office.
They had NO business letting people into the scene until it was thoroughly searched and all body parts were accounted for. The person who saw the overlooked remains will probably have nightmares for life.

Ocala.com reports that the investigators will be releasing the accident report tomorrow (monday). Apparently the report is “not good news”, so the investigators choose to share the contents with the families in private first over this past weekend, then release it to the public afterwards.
I’m failing to imagine how an accident report detailing the deaths of 5 kids could contain any good news whatsoever.
I’m pretty sure it’s referring to proof that the kids were drinking/drunk just before the incident. “Not good news” in a liablilty/blame sense. There may be criminal charges laid against adults who supplied the booze to the minors…
If I were one if their parents, the kids being drunk would be GOOD news. First, maybe they didn’t have a few last seconds of complete terror. Second, better they did something so incredibly stupid while sober? Nah, I’d rather think they were typical kids who got drunk and in over their heads.
But I see what you’re saying about liability. If the booze gets traced to an adult, that person is going to get really hammered on.
