Belgium, children and harmonicas

Is it true that every child in Belgium is required by law to take harmonica lessons? If not, is there any law that might make someone assume this?

My guess is going to be that while American schools teach the recorder in Music class to first, second, and third graders, Belgian schools teach the harmonica.

For what it’s worth, the great jazz harmonica player (harmonicist?) Toots Thielmans is Belgian. Is there a strong link between Belgium and harmonicas?
