Backing up a bit… there’s another problem with tasers, and it’s exactly the one being touted as a feature: They’re considered non-lethal. Which means people are less reluctant to use them. And that can have deadly consequences.
Your comment and the one you quoted covered the opposite end of the spectrum, where getting hit with a taser fails to effectively stop the target. But “stun” guns are also killing people. “More than 1,000 people in the U.S. have died after police stunned them with Tasers, and the stun gun was ruled to be a cause or contributing factor in 153 of those deaths, a Reuters examination found.” –[Reuters]
Now, if a “bad guy” is Tasered and dies, plenty of people can make themselves comfortable with that. The target would have been more likely to die if they were shot — especially the way police in the US shoot to kill, not wound — so using the Taser is at worst no different, and in reality far less lethal on average.
But as I said, because Tasers are considered non-lethal, it appears that they can lower the hesitation barrier that their users would have, if they were instead going to discharge a firearm. Again, if you’re shooting a “bad guy”, less hesitation is considered good. But they’re not just hitting “bad guys” with Tasers. They’re hitting unarmed people, people guilty of minor infractions, merely disobedient/belligerent people, and probably some completely-innocent people. (That happens with guns, too, of course… but Tasers may be making it even more of a problem, because there’s “no harm” in erroneously Tasing someone. Except, there totally is.)
And Tasers are already in schools — in the hands of school-based police officers, currently, rather than teachers. You’ll never guess how that’s going.

Was it a logical decision for school administrators, and various police departments, NOT to commit to any action that would have placed the latest mass murdering psychopath into the systems that would have caused him to fail a National Instant Criminal Background Check?

Yes, yes it was. And I shall make the equally logical and rational decision not to play your game.
Land mines. The only people who know where the land mines are are the children and staff who are supposed to be there. Change their location weekly or monthly. And the people with emotional/mental issues might be so preoccupied with their rage or disorder that they forget the location and blow themselves up.
Taser Rifles, invent something new.
Shoots self contained “shock charges” at a distance. Semi-Auto. The impact can be made to knock them down and zap the shit out of them for a time so one could entertain escape or subdue options.
Couple of teachers triangulate in the hallway, got 'em.
Just a compromise idea.
Arming teachers is only one part of the solution. There also needs to be “hardening” of access to the school - single point of entry, metal detectors, etc. There needs to be a plan and training in place for barricading the classroom, moving the students out of the line of fire and having the teacher placed in a position to cover the doorway against the intruder. There needs to be a plan and training for teachers and staff not in classrooms to respond to the location of the intruder.
All of this will take time and money. It ain’t gonna happen overnight.
