Roman’s the prophet – he has the authority to seal and unseal people for eternity. It comes from their interpretation of Matthew 16:19, Matthew 18:18, Doctrine and Covenants 124:93, 127:7, and a bunch of other scripture verses tha all say some variant of this: “I will give unto thee the keys of the kingdom of heaven, and whatsoever thou shalt bind on earth shall be bound in heaven, and whatsoever thou shalt loose on earth shall be loosed in heaven.”
