It’s probably a reference to the fact that Cousteau produced a film called “Freedom in Depth” for the Handicapped Scuba Association.
My guess is that Cousteau was announced as present or otherwise and got a relatively mediocre reception. Maher observed this in his own tacky way.
…or it could well be the much more clever (if blatantly insulting per Maher) reference that Age Quod Agis poses…
