I’m pretty sure the characters involved in the crossovers and this anniversary Sunday strip are all properties of King Features Syndicate. Any exclusions (and inclusions) have to be blamed on the limited pool of strips to draw from.
Not at all. Many of the characters present are from non-King strips, including Dilbert, Luann, Cathy, the For Better or for Worse characters, the King of Id, and Garfield.

The odd thing is that Satchel was present in one of the lead-up strips.
Most, if not all, of the non-King Features characters appear to be from strips the rights of which are owned by the cartoonist themselves, which include all the characters you mention except for the King of Id. As for the rest, they appear to come from the non-King Features strips which either had their characters appear in Blondie and/or had Blondie and Dagwood appear in or be mentioned in their strips.
Well, they’ve had long enough to practice.
