No, not The Prince by Machivelli (since any Evil Overlord worth his/her salt is born knowing that kind of stuff), but books like Mechatronics for the Evil Genius , 101 Spy Gadgets for the Evil Genius , *Bionics for the Evil Genius *, and 123 Robotics Experiments for the Evil Genius , to name but a few in the series. Here’s the raw URLs for the rest of the titles:

I picked up a couple of them this weekend, and they’re really interesting. I’ve got lots of plans for the gizmos they tell you how to build. Remember, however, before embarking on your plans for world domination to follow the advice given in the Evil Overlord list and the philosophy of The Scorched Earth Party.
I love evil inventions. Like in the Tom Swift books. Tom Swift and His Electric Grandmother, etc.
And when you run out of parts, you can always go to Villain Supply. Or if you’re desparate, Radio Shack–they’re evil too, but only in a limp-wristed nickel-and-diming kind of way. And you may be desperate, because it looks like Villain Supply has been cybersquatted.
How evil.
How to Be a Villain is a classic in the field. Follow up with The Villain’s Guide to Better Living.
And you can always groove on Villains Victorious, an anthology of stories where the villains win.
Go for the classics by Stephen Potter
May I recommend, as inspirational reading, EVIL, INC ?
I’ve been going over H.G. Wells The Holy Terror and Lewin’s Triage with a highlighter, lately.*
*Okay, I kid. I’d never use a highlighter on a book…I just commit interesting passages to memory, like a mantra. I’m up to a 25 minute chant!
Oh sure, fine, everyone says they’re into Evil Overlords, but when one actually shows up , they’re all like, “Oh, no! That’s creepy—it’s totally harshing my buzz!” Well that’s just peachy .
…Oh, and I recommend My Tank is Fight. That, and any of the “[x] Secret Projects” series. There’s so classic supervillain tech, for ya.
