Brazilian memes about children

I follow a couple of Brazilian accounts on social media and the past couple of days they have been reposting memes about how some people don’t want children to sing the national anthem but are fine with them being exposed to inappropriate things. Specifically referenced are walking with a naked man and wearing a costume with exaggerated genitals. The reference to children not singing the national anthems seems to be a reference to a controversy about teachers not wanting the kids to sing the anthem in school but I am not able to find out what they other part of the memes is about. What are events are they referencing?

I lived in Brazil for a couple years. You’re more likely to casually see pornography there than in the States, and of course you’ll see stuff during carnival (easily avoided) that would make an evangelical Christian blush, but other than that, I don’t know what they’re talking about. Although I saw plenty of scantily clad beach-goers, I never saw a child walking around with a naked man out in public or anything like that.

If what I read in my newspaper is anything to go by, the new government has been (a) trying to make it compulsory for schoolchildren to sing the national anthem (b) launching campaigns for traditional morality and turning a blind eye to or even encouraging police crackdowns on gay people. As you might imagine, opinions are polarised.
