José Gomes Temporão is Brazil’s health minister. I know that if he were, say, Cuban, then on second reference it would be correct to refer to him as “Mr. Gomes” or “Mr. Gomes Temporão,” but I don’t know about Brazilian names.
Gomes can be a firstname, but normally in Portugal and Brazil people have two lastnames. In Portugal the maternal one goes first, not sure whether that’s also the case in Brazil or not.
Temporão is his last name. Gomes is his mother’s family name, but he would be Mr. Temporão, not Gomes Temporao. Using the mother’s family name isn’t a hard and fast rule. Some people do and some don’t. My father and his brothers didn’t because they have a long last name and my grandmother’s maiden name was fairly long.
